One of the most frequent and troubling issues confronting public libraries as well as other governmental bodies is the determination of which bidder is to be awarded the contract for a capital improvement project. Both the Illinois Local Library Act and the Illinois Public Library District Act of 1991 require that contracts be let to the "lowest responsible bidder or bidders", when the cost is in excess of $20,000, for library building construction, remodeling, repairing or improvement; including construction of an addition to the building and the purchasing of necessary equipment and library materials in connection with the project.
